Honestly, stay in your 'cane until you get your skills up. I do not doubt your effectiveness as a pilot, but a battleship is much less forgiving than a battlecruiser in terms of SP. Not only will you have t2 guns in the 'cane, you will also be far faster and track better in it, while not having that much less survivability. When you hop into a BS, you are going to lose DPS due to tracking issues. I have minnie bs V and t2 torps and guns and I still prefer my cane to any BS, and I outdamage many of my BS pilot alliance mates with it. What I would recommend doing is start training up your fitting, tanking, cap, and gunnery skills while staying in your cane. When you can use t2 hardeners, have relevent gunnery and cap skills to IV, and have electronics/engineering V, then consider a BS. This way you steadily improve your combat ability in your BC and avoid the big drop if you were to get into a BS and then train up the support skills.
If you solo in 0.0 in a BS with your current skills, you will die often. Simply put, most of the people in 0.0 will be able to beat you in a 1v1 contest or will have friends nearby. Soloing in a BS is hard regardless, let alone without good skills. Even with great skills, you will often be better off in a cruiser or battlecruiser simply for the mobility.
I don't want to sound like an elitest, and really whatever you do is up to you, but I can assure you that you will be dissapointed with a low-sp battleship's performance compared to a t2 fit battlecruiser.
If you are still set on a battleship, do not fit an active tank. Active tanks require your cap and fitting skills to be quite good, while being generally ineffective vs. concentrated fire. Use a passive HP tank instead. Passive tanks have the advantage of requiring less fitting and nearly no cap, which puts less strain on your limited cap and fitting skills. In addition, passive tanks require less SP to be 'top-notch' as all you really need is hull upgrades V (+25% armor and t2 prereqs) if you use hardeners over EANMs. Better yet, you will live much much longer under the focus fire you will see in gang fights.
